FAIRFORD, England — An extraordinary counterterrorism investigation surrounding a British airbase heavily used by the United States is continuing after five men arrested near RAF Fairford were released on bail, despite authorities still investigating whether the incident involved individuals working on behalf of a foreign government.

The case began early Sunday when a local farmer reported suspicious activity near RAF Fairford in Gloucestershire, including three white vans and masked individuals.

Armed police responded and arrested five British men, reportedly between the ages of 23 and 25 and from the London area. The suspects were initially detained in connection with suspected explosives offenses before investigators expanded the case to include suspicion of preparing a terrorist act.

The response was extensive.

Authorities declared a major incident, roads were closed, nearby residents were evacuated and military explosive-ordnance teams were brought into the area. Security was also increased around RAF Fairford, an important British military installation that regularly hosts U.S. Air Force aircraft and has supported American military operations overseas.

NO EXPLOSIVE DEVICES FOUND

British Counter Terrorism Policing announced Tuesday that investigators ultimately found no improvised explosive devices during searches connected with the case.

Police did, however, recover a quantity of petrol from vehicles involved in the investigation. Searches were also conducted at properties in London.

That distinction is important. Initial reports surrounding the arrests raised concerns that explosive devices or bomb-making materials may have been discovered. Authorities have since clarified that no viable explosive device was recovered.

Nevertheless, the terrorism investigation remains active.

The five suspects were released on bail with conditions rather than charged, a decision that has drawn attention in both Britain and the United States.

Laurence Taylor, head of Britain's Counter Terrorism Policing, said the decision was made after careful consideration and based on investigators' experience. Police have stressed that release on bail does not mean the investigation has ended.

The BBC press conference provides an important look at what British officials are saying publicly — and just as importantly, what remains unanswered as the investigation continues.

RUBIO: FOREIGN ACTOR WAS INVOLVED

The story took another significant turn when U.S. Secretary of State Marco Rubio discussed the case during an appearance on Fox News.

Rubio said what happened — and what potentially could have happened — was extremely serious, adding that the incident “clearly involves the hands of a foreign actor.”

Rubio stopped short of publicly identifying that foreign actor, but indicated additional information could emerge in the coming days.

That statement raises an obvious unanswered question: If American officials believe a foreign actor was involved in activity serious enough to trigger terrorism arrests near an installation used extensively by U.S. forces, what exactly do investigators believe the suspects were doing?

British authorities have not publicly answered that question.

WHY RAF FAIRFORD MATTERS TO THE UNITED STATES

RAF Fairford is not simply another British military installation.

Although it is a Royal Air Force facility, the base has long served as an important operating location for the United States Air Force and is capable of supporting American strategic bombers including the B-1, B-2 and B-52.

The facility has played roles in U.S. military operations stretching from the Gulf War and Iraq to more recent operations involving Iran.

That strategic importance makes the possibility of foreign-state involvement particularly significant for the United States.

British investigators have publicly said they are examining whether the suspects may have been acting as proxies or may have knowingly or unknowingly been operating on behalf of a foreign state.

Iran has been among the possibilities scrutinized publicly, although British authorities have not established that Iran was responsible. Iran has denied involvement. Investigators have also reportedly considered other possible explanations and foreign connections.

QUESTIONS REMAIN AFTER SUSPECTS RELEASED

For Americans watching the investigation, the decision to release all five suspects while so much remains publicly unexplained is likely to generate concern.

Those concerns do not establish guilt. None of the five men has been convicted of an offense, and release on bail under British law does not mean police have cleared them.

But several important questions remain:

• What were the three vans doing near RAF Fairford? • Why were masked individuals reportedly seen in the area? • Why was a quantity of petrol being transported? • What intelligence led authorities to investigate preparation of a terrorist act? • Which foreign actor was Secretary Rubio referring to? • Were the suspects knowingly working with that actor? • What was the intended objective? • And what information justified releasing the men rather than continuing to hold or charge them?

British counterterrorism authorities have not yet provided full public answers.

President Donald Trump has also questioned the suspects' release, while Rubio's comments have placed additional attention on the potential international dimension of the case.

At the same time, investigators have cautioned against drawing conclusions before the evidence is established.

That is an important distinction: the evidence currently available publicly does not prove that these five men possessed a functioning bomb, nor has the British government publicly identified a foreign government as responsible.

What is established is that five men were arrested near a strategically important U.S.-used military installation, the incident triggered a major counterterrorism response, petrol was recovered from vehicles, investigators are examining possible foreign-state involvement, and the suspects remain under investigation despite being released on bail.

And now one of America's highest-ranking national-security officials says a foreign actor was involved.

Until British authorities explain exactly what happened outside RAF Fairford, those unanswered questions will remain at the center of this case.

IRC Media will continue following developments as the investigation progresses.
