Five stories to know this Thursday, October 1, across Indian River County, Florida and the nation.

INDIAN RIVER COUNTY TAKES CONTROL OF FELLSMERE WATER CONTROL DISTRICT TODAY

Florida's HB 4093 takes effect today, converting the Fellsmere Water Control District from an independent district into a dependent district of Indian River County, with the Board of County Commissioners serving as its governing board. The law also revises district boundaries and addresses maintenance and use of certain canals and public-record access. Companion HB 4095 creates the Headwaters Water Control District as an independent special district in Indian River County.

NEW FLORIDA LAWS TAKE EFFECT TODAY

More than a dozen Florida laws take effect October 1, covering criminal-gang criteria, career-offender registration, animal cruelty, traffic crash reporting and specialty license plates. Among the practical changes, SB 488 raises the property-damage threshold for certain law-enforcement crash-reporting requirements from $500 to $2,000. These measures are now effective law, not pending proposals.

VICE PRESIDENT JD VANCE CAMPAIGNS IN FLORIDA TODAY

Vice President JD Vance is scheduled to campaign in Lakeland today alongside Republican gubernatorial candidate Byron Donalds as the November 3 election enters its final month. The publicly announced rally is scheduled at Sun 'n Fun in Lakeland. President Donald Trump is separately beginning a campaign push with appearances in Texas and Oklahoma.

FEDERAL SPENDING DISPUTE MOVES INTO COURT

The dispute over roughly $810 million in congressionally appropriated federal spending has moved into litigation after California and six other states sued the Trump administration over its attempted late rescission of the funds. The lawsuit follows a Government Accountability Office conclusion that appropriated money could not lawfully be withheld past the fiscal-year deadline under the administration's rescission request. The administration has defended the proposed reductions.

CHINA SUSPENDS MOST OCTOBER FUEL EXPORTS AS GLOBAL SUPPLY TIGHTENS

Chinese refiners have suspended oil-product exports beyond Hong Kong and Macau for now, with PetroChina canceling several gasoline and jet-fuel cargoes planned for October, according to Reuters. The move is intended to protect domestic Chinese supplies while global fuel markets remain tight. Oil prices rose roughly 2 percent Thursday as markets assessed the development alongside ongoing U.S.-Iran diplomacy and recovering Gulf exports.
