INDIAN RIVER COUNTY, Fla. — A potentially major healthcare project is taking shape in western Indian River County, where a group of investors is exploring construction of what could become the county’s third hospital near State Road 60 and 66th Avenue.

The proposal was discussed before the Indian River County Board of County Commissioners on Sept. 1 under an agenda item addressing proposed regulations for a hospital in the SR 60 and 66th Avenue area.

Former Indian River County Commissioner Tim Zorc and former County Attorney Dylan Reingold are involved with the group pursuing the project.

Early discussions have contemplated a hospital of up to roughly 250,000 square feet and potentially five stories. Zorc has estimated the project could represent an investment of approximately $300 million to $400 million.

For residents west of Vero Beach, the location would represent a significant shift in where hospital care is available within the county. Indian River County’s two existing hospitals — Cleveland Clinic Indian River Hospital in Vero Beach and Orlando Health Sebastian River Hospital in Sebastian — are both located considerably farther east.

GROWTH DRIVING THE DISCUSSION

The western location is being pitched in part as a response to continued population growth and development in the county’s inland communities. A hospital near SR 60 and 66th Avenue could place emergency and inpatient services closer to residents who currently travel east for hospital-level care.

The proposal remains at an early stage. No final hospital operator, inpatient bed count, emergency-room configuration, financing structure, job estimate or construction start date has been publicly confirmed.

Zorc has said multiple hospital companies have expressed interest in the project, but their identities have not been publicly disclosed.

INDIAN RIVER STATE COLLEGE COULD PLAY A ROLE

Another part of the pitch is the project’s proximity to Indian River State College’s Mueller Campus.

Reingold has discussed the possibility of developing a relationship between the hospital and IRSC, which already provides nursing and health-sciences education. Such a relationship could eventually support clinical training, internships or healthcare workforce development, although no formal agreement has been announced.

The idea also fits with Indian River County’s broader economic-development goals, which have included strengthening workforce ties between local hospitals and Indian River State College.

COUNTY DEVELOPMENT RULES ARE A MAJOR HURDLE

Before the hospital can move forward, developers must deal with a basic land-use question: whether a hospital of the contemplated size and height can be built at the location under existing county rules.

Current restrictions in the area would not accommodate the five-story concept being discussed. That means county officials may have to consider changes affecting building height or other development standards before a project of that scale could proceed.

The issue is significant because any change written too narrowly could raise legal concerns, while a broader rule change could affect other properties and future development requests in the corridor.

County commissioners are expected to revisit the height question at a future meeting.

COMMUNITY DISCUSSION ALREADY UNDERWAY

The proposal is already generating public discussion outside County Commission chambers.

Jennifer Pippin, a candidate for Indian River County Commission District 2, is polling residents on social media about whether they would support a five-story hospital near SR 60 and 66th Avenue.

Pippin noted that existing height restrictions would not allow a building of that size and said she wanted to hear directly from residents before forming a conclusion. Her informal Facebook poll asks residents to respond yes or no and explain why they support or oppose the proposal.

The early reaction underscores that the debate is likely to involve more than whether residents want another hospital. It will also include whether the county should change development restrictions to accommodate a substantially larger and taller facility.

STATE APPROVAL WOULD STILL BE REQUIRED

County approval would not be the final regulatory step.

Florida no longer requires a traditional Certificate of Need before establishing a general acute-care hospital, but a new hospital still must comply with state licensing, design, construction and inspection requirements administered by the Florida Agency for Health Care Administration.

Any emergency department would also have to meet additional state requirements for hospital emergency services, life safety and facility standards.

COMPETITION OR ADDED CAPACITY?

If ultimately built, the western hospital would enter a local healthcare market currently anchored by Cleveland Clinic Indian River Hospital and Orlando Health Sebastian River Hospital.

Whether the new hospital would directly compete with those systems or primarily add capacity for a growing population will depend on the operator, bed count, specialties and services ultimately proposed.

Those details have not yet been made public.

For now, the significance of the proposal is its location and potential scale. A hospital near SR 60 and 66th Avenue could become one of the most consequential development projects proposed in western Indian River County in years, bringing major healthcare infrastructure closer to inland residents while also raising important questions about land use, traffic, infrastructure and long-term growth.
