IRC Media Morning News Brief — September 10, 2026
00:00 / 00:13

Five stories are leading the news for IRC Media viewers this morning, from a major Treasure Coast water-quality project to a new midterm campaign promise from President Donald Trump.

Treasure Coast Water Project Targets Harmful Discharges

Governor Ron DeSantis and state environmental officials have marked the completion of the C-23 Canal Estuary Discharge Diversion Project in Martin County, a $50 million project intended to reduce harmful freshwater discharges into the St. Lucie Estuary and improve the broader Indian River Lagoon system.

The project includes a new canal and pump station capable of moving approximately 112,000 gallons of water per minute. Florida officials say about 4.8 billion gallons were diverted away from the St. Lucie Estuary during operational testing.

The project arrives a decade after the 2016 “Lost Summer,” when harmful algal blooms severely affected the region's waterways and economy.

Donalds And Jolly Battle Over Florida Property Insurance

Florida's race for governor is increasingly becoming a fight over affordability and the state's property-insurance market.

Republican nominee Byron Donalds has launched new advertising attacking Democratic nominee David Jolly's proposal for a state-backed approach to catastrophic hurricane risk. Donalds' campaign argues the plan could expose Floridians to additional costs, while Jolly has presented his proposal as a way to address Florida's persistent insurance affordability problem.

With the November general election approaching, property insurance, housing and the cost of living are emerging as major dividing lines between the candidates.

Trump Proposes $5,000 Payments If Republicans Keep Congress

President Donald Trump made a major midterm campaign promise Wednesday night, saying he would issue a $5,000 “dividend” to every adult U.S. citizen if Republicans maintain control of both the House and Senate in November.

Trump said the money would have to be spent in the United States. He did not provide details about how the proposal would be funded or implemented.

For now, the $5,000 payment is a campaign proposal, not an approved federal program.

Treasury Expands Bond Buyback As Borrowing Costs Rise

The U.S. Treasury is moving ahead with a plan to buy as much as $6 billion in 10- to 20-year Treasury bonds, triple the size of its previous long-dated buyback operation.

The Treasury uses these operations to support liquidity in older, less actively traded government securities. But yields rose after the announcement, with the benchmark 10-year Treasury yield reaching roughly 4.85 percent.

Higher Treasury yields can eventually affect consumers through borrowing costs, including mortgage rates.

Houthi Advance Threatens Critical Red Sea Shipping Route

A potentially serious development is unfolding in Yemen, where Iran-aligned Houthi forces have entered the strategic Red Sea port city of Mokha, according to residents and doctors cited by the Associated Press.

Mokha sits about 50 miles from the Bab el-Mandeb Strait, one of the world's most important maritime chokepoints connecting the Red Sea with the Gulf of Aden and Indian Ocean. Reuters separately reported that Houthi advances are bringing the group closer to gaining greater leverage over shipping through the strait as fighting with Saudi-backed forces escalates.

The development adds another risk to global energy and shipping markets at a time of already elevated oil prices.

IRC Media will continue following these stories throughout the day and bring you updates as they develop.
