Palm Bay Suspends Flock Cameras as Nationwide Backlash Against Surveillance Network Grows

PALM BAY, Fla. — The growing controversy surrounding automated license plate reader cameras has reached Florida’s Treasure and Space Coast region, with the City of Palm Bay ordering the immediate suspension of its entire Flock Safety camera system.
On Friday, August 7, Palm Bay announced that its automated license plate reader system would be taken offline and that the physical cameras would be covered with hoods, providing residents with a visible indication that the devices are no longer operating.
The decision follows concerns regarding the placement and construction of the cameras and questions over whether Flock Safety properly obtained required permits before installing them throughout the city.
Palm Bay City Manager Matthew Morton determined during a preliminary review that the cameras “may not have been properly permitted or installed” by Flock Safety as required by the city.
Morton and Palm Bay Police Chief Jeff Spears subsequently agreed to immediately suspend the entire system while the city conducts a more comprehensive investigation.

Palm Bay Puts the Cameras Under the Hood — Literally
Palm Bay isn't merely disabling access to the system.

According to the city's announcement, the cameras themselves will be physically hooded.
The city said this was being done specifically as a visible indication to residents that the cameras have been deactivated and are not operating.
That distinction is important because automated license plate readers generally operate in the background. Motorists passing one may have no indication whether a particular camera is actively recording vehicle information.
Morton said the city would not simply ask residents to trust that the cameras had been turned off. Instead, Palm Bay intends to demonstrate that through what he described as transparency, accountability and action.
The suspension was supported by Mayor Rob Medina, Deputy Mayor Mike Jaffe and Councilmembers Mike Hammer, Kenny Johnson and Chandler Langevin.
It is important to distinguish Palm Bay's action from an outright cancellation.
As of August 8, Palm Bay has suspended the system pending completion of its investigation. The city has not announced that its contract with Flock Safety has been permanently terminated.
What happens after the investigation will now be something worth watching.
This Isn't Just Happening in Palm Bay
Palm Bay's decision comes as communities across the United States are increasingly questioning their relationships with Flock Safety and automated license plate reader technology.
The controversy extends well beyond whether the cameras help police solve crimes.
Questions increasingly center on how much information is being collected about ordinary motorists, how long that information is retained, which agencies can search it, whether information can be shared outside the jurisdiction that collected it and how much oversight exists over the resulting surveillance network.
The ACLU said in June that a nationwide movement has emerged challenging Flock deployments and that communities across the political spectrum have pushed local governments to terminate relationships with the company. In a model resolution published that month, the organization said more than 55 municipalities had canceled or declined to initiate Flock contracts since June 2025.
Several communities provide concrete examples.
Flagstaff, Arizona
The Flagstaff City Council voted in December 2025 to cancel the city's contract with Flock Safety.
The cameras were immediately deactivated.
By February 19, 2026, the city announced that all Flock cameras covered by its contract had been physically removed.
Mountain View, California
Mountain View went even further this year.
On February 24, the City Council voted unanimously to terminate its Flock Safety contract for the city's automated license plate reader pilot program.
Mayor Emily Ann Ramos cited community trust and significant feedback from residents in explaining the decision. The city's cameras had already been turned off earlier that month.
These aren't isolated debates anymore.
Just this week, elected officials in Newtown, Connecticut, expressed unanimous support for a moratorium on additional Flock cameras while raising concerns about privacy, surveillance and public trust. Other Connecticut communities have also reconsidered deployments.
Why Flock Has Become So Controversial
Traditional police cameras and license plate readers aren't new.
What makes modern ALPR networks different is their potential scale.
Instead of an officer searching for a particular vehicle and then finding it, automated systems can continuously scan vehicles traveling past cameras and create searchable records that investigators can later query.
That capability can provide obvious benefits when police are searching for a stolen vehicle, an Amber Alert suspect or a vehicle connected with a violent crime.
But the same technology creates a fundamental civil-liberties question:
What happens when a system designed to find criminals also creates a searchable record of millions of innocent people's movements?
Critics increasingly argue that the issue isn't whether police should have technology capable of finding dangerous suspects.
The issue is how broadly that technology should collect information about everyone else in order to accomplish it.
Those concerns become even more significant when databases can potentially be searched or shared across jurisdictions.
The ACLU has specifically called for restrictions on data sharing, outside access, retention and searches, including requirements for public policies and reporting on how ALPR systems are actually being used.
Flock vs. Axon: What's the Difference?
There is an important distinction — but switching from Flock to Axon does not necessarily mean eliminating automated license plate surveillance.
Flock Safety built much of its reputation around dedicated, fixed automated license plate readers and a platform centered heavily on identifying and searching vehicles. Axon, formerly best known for TASER devices and police body cameras, offers a much broader law-enforcement technology ecosystem that now includes ALPR. Axon's Fleet 3 cameras can perform mobile license plate recognition from patrol vehicles, while its newer Outpost and Lightpost products provide fixed ALPR capabilities. Axon Fusus can then combine license-plate information with livestreaming, third-party cameras, vehicle descriptions, maps and other information inside a larger real-time operations platform.
In other words, Flock and Axon are different companies and different platforms, but both can provide automated license plate recognition.
Replacing Flock with Axon therefore shouldn't automatically end the privacy discussion.
In some configurations, Axon's system can actually integrate substantially more information than a standalone plate reader. Axon itself advertises Fusus as capable of combining fixed, mobile and third-party cameras while allowing searches by license plate, vehicle color, make and other attributes and displaying information through a unified real-time system.
The relevant question for residents shouldn't simply be “Flock or Axon?”
It should also be:
What information is being collected, how long is it kept, who can search it, who can receive it, and what safeguards prevent abuse?
The Question Now Comes Home
Palm Bay is less than an hour north of much of Indian River County.
That makes Friday's decision particularly relevant locally.

Palm Bay's decision now provides another reason for residents throughout our region to ask their own governments and law enforcement agencies exactly how these systems are being operated.
Residents should be able to receive straightforward answers to several questions:
How many ALPR cameras currently operate within the jurisdiction?
Which agencies own them?
How many vehicle scans are collected each month?
How long is that information retained?
Can other law enforcement agencies search the database?
Which agencies currently have access?
Are searches audited?
Can federal agencies access information directly or indirectly?
What circumstances justify searching someone's historical movements?
What happens when an officer or agency improperly uses the system?
Are private cameras incorporated into the same network?
Who owns the information once it has been collected?
Those aren't anti-police questions.
They are oversight questions involving a technology capable of monitoring the movements of enormous numbers of people who aren't suspected of committing any crime.
Public Safety and Privacy Don't Have to Be Opposites
Automated license plate readers have legitimate law-enforcement applications.
A camera capable of quickly identifying a vehicle connected to an abducted child, violent offender or stolen car can provide investigators with information that would have been extraordinarily difficult to obtain just years ago.
But technological capability alone shouldn't determine public policy.
The more powerful surveillance technology becomes, the more important transparency, clearly defined limitations and public oversight become with it.
Palm Bay's response offers an interesting example.
When questions emerged about how the system was installed, city officials didn't simply assure residents everything was fine.
They shut it down.
And then they ordered the cameras physically covered so residents could see that they weren't operating.
Whether Palm Bay ultimately restores the cameras, imposes new conditions or follows communities like Flagstaff and Mountain View in terminating its relationship with Flock remains to be seen.
But one thing has changed.
The debate over automated license plate readers is no longer confined to privacy organizations or communities thousands of miles away.
It's now happening right here in our own backyard.
